WHEREAS, on May 17, 1958, the city of Shimoda in the Shizuoka Prefecture, Japan, and the City of Newport, Rhode Island, USA, through their then Mayors, The Honorable Sadao Suzuki and The Honorable Henry C. Wilkinson, formally entered into a sister city affiliation in recognition of the visits of Newport's native son, Matthew Calbraith Perry, USN, to Japan, which left indelible marks upon the history of each of our two great countries; and

WHEREAS,

Commodore Matthew Perry first landed at Kurihama on July 14, 1853, resulting in the opening of Japan to the outer world, and negotiated with the Emperor and the Japanese Commissioners the Treaty of Kanaga, resulting in the opening of the ports of Shimoda and Hakodate to American ships and authorization for the first American Consular with offices located at Gyokusenji Temple in Shimoda; and

WHEREAS,

since May 17, 1958, succeeding Mayors of the Cities of Shimoda and Newport have continued the sister city relationship; and in May, 1976, Mayor Humphrey J. Donnelly, III, traveled to Shimoda City for their annual Black Ships Festival, commemorating the arrival of Commodore Perry's "black shops" and the opening of Shimoda and Japan to world trade; and

WHEREAS, in July 1983, the City of Newport established the Newport Black Ships Festival, further fostering the ties between Newport and Shimoda and establishing the beginning of yearly exchange visits between Shimoda and Newport; and

WHEREAS, the City of Newport and Shimoda City will commemorate the 50th Anniversary of their sister city affiliation in 2008 and it is fitting that a committee be established to prepare for a 50th anniversary celebration; NOW, THEREFORE, BE IT

RESOLVED: the Council of the City of Newport form a committee of past and present City officials and delegates to the Shimoda City black Ships Festival, members of the Japan America Society, tourism officials, and interested businesses, taxpayers and residents of Newport, to plan a schedule of celebratory events, educational programs and exhibitions, from May through July, 2008, of the Newport-Shimoda 50th Anniversary.
